New York City Mayor Bill De Blasio pushed for his pre-K education initiative in Albany Monday. 

De Blasio wants to provide free full-day pre-K education to every four-year-old in New York City's five boroughs. The expansion would require at least 2,000 new teachers. De Blasio wants to pay for it by raising taxes on people who earn more than $500,000 a year. But he does not have the power to raise income taxes without the state government's permission. Governor Cuomo says he does not want to raise taxes but instead wants to use existing state funding to cover it.
