RCSD Gets Phase Two Money, but Debate was Ugly

There's a deep divide over whether the money should be approved while the FBI investigates Phase-One spending.
The State Assembly approved 435 million dollars in money for Phase Two of the Rochester School District's Modernization project.  The vote was 93/30.

But it didn't happen before the Rochester political delegation did some major bickering in front of the entire Assembly.  It revealed a deep divide. 

The measure was also approved in the Senate and the Governor is expected to sign it.
