Governor Cuomo unveiled a package of tax cuts he hopes will make New York more business-friendly. 

The $2 billion plan includes a two-year freeze on property taxes, lowering the corporate income tax to 6.5 percent and eliminating the corporate income tax for upstate manufacturers. Cuomo says the plan would make New York more attractive for businesses and promote economic growth. 

"It's probably the single most important piece for this state....and we believe this plan actually does that," he said.
