95% of upstate school districts are teaching fewer students than they did five years ago. That's according to a report from business first. The report named a number of local districts that saw big declines in enrollment, including Fairport, Spencerport, Rochester and Brockport. The enrollment drop could affect the number of teachers hired and programs offered in schools.
