Police, Family Reacting To Video Of RPD Forceful Arrest

A video of Rochester Police arresting a woman is going viral on the Internet. It shows her resisting arrest and police using force.
The video begins showing Rochester Police Officer Lucas Krull attempting to take a woman into custody. Rochester Police Chief James Sheppard says officers were called to Selye Terrace Tuesday night for reports of a fight involving five to six people.

"When they got there there was still enough tumultuous behavior going on that they felt that they needed to intercede as part of their efforts to determine what occurred. Mr. Hardaway swore at the officers numerous times, basically told them to get off his property and at some point in time told them to come and arrest him," Sheppard said.

Police say when Romengeno Hardaway, 16, was told he was being taken into custody, he resisted arrest and his sister got involved.

"She physically interfered with the arrest by grabbing the officer and then she pulled out the pepper spray and at that time is when he left Mr. Hardaway and proceeded to arrest her," Sheppard said.

Police say Brenda Hardaway, 21, resisted arrest. In the video Officer Krull is seen striking her.

"We do train distractionary strikes as part of our defensive distraction program in our review. We'll look at the circumstances of this event and determine if it's consistent with our training," he said.

Family members say Brenda Hardaway is about five months pregnant and the force used was excessive.

"She's screaming 'I'm pregnant I'm pregnant;' that meant nothing to them. They treated her like an animal," her uncle Jerry McCullough said.

"What we have is a situation where someone refused to be handcuffed. If in fact they are pregnant or were pregnant I think it would be important for them to comply with the arrest," Sheppard said.

The department is investigating the incident.

"This is not an indictment to the whole police force. All police aren't bad. I don't want to give that impression, but these guys that think they can abuse our women; time's over for that," McCullough said.

Officer Krull remains on active duty. Brenda Hardaway was taken to Rochester General Hospital where she was treated and released. She is facing a felony assault charge along with several misdemeanors. Romengeno Hardaway is charged with disorderly conduct and resisting arrest.
